5.1 EMPLOYMENT ELIGIBILITY.

All newly appointed University employees must have their identity and their eligibility to work in the United States verified. The Bureau of Citizenship and Immigration Services (BCIS), formerly known as Immigration and Naturalization Service (INS), Form I-9 is used to verify the employee's identify and eligibility to work.
The I-9 form must be completed by the third day of employment. Failure to complete the I-9 form in a timely manner or at all may subject the hiring department to penalties and fines from the federal government for failing to provide proof of work authorization. If a person is appointed who is not eligible to work, his or her employment must be terminated immediately upon learning he or she is not authorized to work. It is the hiring department's responsibility to ensure that a completed I-9 form is submitted to the Payroll Office.

5.2 APPOINTMENTS, GENERAL CRITERIA.
The University defines two appointment categories for postdoctoral scholars: postdoctoral fellows and postdoctoral associates. Appointment of individuals in the categories of postdoctoral fellow or postdoctoral associate (defined in the next section) are differentiated from appointment of faculty or professional and scientific staff and from student status as follows:
b. Although research, teaching or other services may be required, a primary focus of postdoctoral appointments is on additional training of the individuals through the performance of such functions.
c. Postdoctoral appointments generally are limited in length, after which the individual would be prepared to assume a regular position at The University of Iowa or elsewhere.
d. Although a training function is involved, the individual is not working toward a degree or certificate, generally is not taking courses for credit, and is not completing a required internship, residency or other formal program.

5.3 CATEGORIES OF APPOINTMENTS.
Specifically, postdoctoral appointments meeting the preceding general criteria will be made as follows:
FR5200 is to be used for individuals who are not covered by the University Hospitals and Clinics' medical care program for house staff, physicians, dentists, and their dependents. FP5200 is to be used for those who are covered under that program.
b. Postdoctoral Associate - FX1600. To be used for individuals with a Ph.D. or professional doctorate degree who are employed to carry out prescribed research and/or teaching functions. Although the performance of such functions also provides additional training, service is required as a condition of appointment. Appointment is on an annual basis and generally is not to exceed a total of three years in this classification.

5.4 PRIVILEGES AND FRINGE BENEFITS.

Funds for the University contributions to the health insurance programs will be provided as follows:
(2) Individual Grants. If a cost-of-education allowance to the University accompanies the grant, the contributions will come from the portion of that allowance allocated to the department or college. That allocation will be increased to cover such contributions. If a cost-of-education allowance is not provided from the granting agency, contributions will come from the department or from funds made available in the Office of the Vice President for Research. In the latter case, approval must be obtained from that office prior to accepting the individual for postdoctoral study.
(3) Fellows Paid from Non-Grant, University Funds. Contributions will come from the account from which the individual is paid.
b. Postdoctoral Associates. Postdoctoral associates have employee status with the University and, if otherwise qualified, are eligible for all fringe benefit programs. University contributions for such benefit programs will come from the account on which the individual is appointed. Vacations accruals for Postdoctoral Associates will accumulate at the rate of 10.0 hours per month.
