Iowa Department of Human Rights, Division of Community Action Agencies: DHHS,OCS funded scales and ladders Program Outcome Measures Project which has Created the statewide management information system and evaluation protocol for services delivered by all Community Action Programs in the State of Iowa (now popularly known as the Automated Assessment of Family Progress).

 

Evaluation of Phase II Healthy Start Initiative: Evaluation of the Des Moines Healthy Start Phase II initiative administered through Visiting Nurse Services of Des Moines. This is a 5 year evaluation of a the 5 million dollar project to identify and intervene for those at risk of infant mortality. The evaluation is both formative and summative and evaluates three basic Maternal Child Health models: facilitating services and outreach, case management, and consortia building.

 

Evaluation of Iowa’s System of Early Intervention Services: Evaluation of Iowa’s system of service provision for children either at-risk or with disabilities. This is a 27 month evaluation of processes and outcomes associated with the development of a collaboration among governmental and non-profit agencies. The lead agency for the collaboration is the Department of Education, the lead agency for the evaluation is the University of Iowa School of Social Work, National Resource Center for Family Centered Practice.

 

Evaluation of the Iowa Family Preservation and Support Services Program: Evaluation of outcomes and processes of the statewide implementation of the FP/FS program to promote family stability through prevention and protection of children under the authority of the1993 Omnibus Budget Reconciliation Act.

 

Johnson County DeCategorization Project: Development of an outcomes-driven evaluation tool and process through which the evaluation could be successfully implemented to guide and monitor the effetiveness of child welfare services delivered in Johnson County Iowa.

 

Abstinence Only Education Evaluation: Evaluation of the Iowa Department of Public Health program of abstinence only education in the public schools funded by Section 510 of Title V (Maternal and Child Health Block Grant) of the Social Security Act establishing a separate program for abstinence education.

 

Evaluation of the Implementation of the Connecticut Family Preservation and Support Services Program: Statewide evaluation of the collaborative processes developed through the 1993 Omnibus Budget Reconciliation Act of 1993. The FP/FS program in Connecticut was designed to promote family stability through prevention and protection of children through development of five regional community collaboratives and one statewide Parent Resource Group.

 

Evaluation of the Iowa Parent/Child Visit Pilot Project: Statewide evaluation of a system of services for reunification of children placed out of home. This pilot project was designed to demonstrate the effectiveness of more frequent contacts utilizing natural settings to promote family stability through protection of children and successful reunification.

National Resource Center for Family Centered Practice: Collaboration among University of Iowa, Family Resource Coalition, and National Indian Child Welfare Association to provide training, technical assistance and evaluation research for the Family Support and Family Preservation Program in cooperation with the Children’s Bureau, Department of Health and Human Services.

Data Tabulating Service: project director on variety of contract studies, e.g., lecturer and methodological consultant on market research topics such IRS Bribery Awareness, National Banking Survey of CEO's, AMA Physician Survey, Telephone Banking Survey, Cellular Phone Studies.

 

Southeast Minnesota Regional Legal Services: methodologist for priority setting and needs assessment survey of SMRLS clientele.

 

Minnesota Association of Community Organizations: analysis and dissemination of information related to the impact of the AT&T breakup on low income and minority constituents.

 

Delinquency/Pre-delinquency Evaluation Project: designed and conducted the evaluation of a Twin Cities community center program designed to intervene in the delinquency problem in a high-crime area in Minneapolis. The evaluation sought factors associated with delinquency in the area and evaluated methods being used for intervention.

 

Transracial Adoption Project: longitudinal study assessing the impact of transracial adoptions on family functioning in the United States. Study begun by Rita Simon at the University of Illinois and continued through the American University in Washington DC.

 

Doctoral Dissertation: design, development and empirical test of the social impact of technology under conditions of uncertainty and stress due to technological disaster. Social impacts were assessed based on data provided by the Nuclear Regulatory Commission through the Oak Ridge National Laboratory. LISREL was employed to assess the appropriateness of a theoretical model developed from salient cross-disciplinary scientific literature.

 

Social Impacts Assessment Group and Resource Analysis Group, Oak Ridge National Laboratory, Oak Ridge, Tennessee, "Social and Psychological Impacts of the Accident at TMI": projects included modeling of evacuation behavior from the Three Mile Island, Pennsylvania area during the accident of 1979, as well as an overall impact assessment documenting the effects of the accident on stress levels, family disruption and community impacts. Factors which mediate these effects were examined to determine the process by which impacts occur and explore possible mitigation strategies.

 

Hmong Refugee Project: research project concentrating on organizational and community response to the employment problems of Southeast Asian refugees. Interviews were conducted with representatives from among 25 organizations employing Hmong refugees in the Twin Cities area.

 

 

 

 

 

University of Minnesota Health Science Center, School of Nursing, Nursing Turnover Research Project: development of causal models explaining three employee withdrawal behaviors: turnover, burnout, and absenteeism. Models were tested using LISREL, a specialized computer program for the analysis of causal models. A national sample of nurses in neonatal care units served as study subjects. Project funding was provided by the March of Dimes and the Maternal and Child Health Division of the Department of Health and Human Services.

 

Research on Organizations and Occupations, University of Minnesota, Dept. of Sociology: multi-method approach (i.e., quantitative and qualitative) examining the causes, consequences, and correlates of employee theft and other crimes committed within the private sector. Results were reported by A.P. and U.S. News and World Report and were originally provided to the National Institute of Justice under contract with LEAA.

 

Sentencing Guidelines Commission: research for the legislature of the State of Minnesota on model of criminal sentencing reform (i.e., guidelines). The research effort included both descriptive and proscriptive analyses of sentencing and resulted in the development of a legislatively-mandated sentencing guidelines matrix for non-misdemeanor offenses.

 

Master's Thesis: Designed and conducted social psychological experiment testing hypotheses contained from literature in attribution theory. Assessment of relative impact of factors which influence judgment about others' behavior (praise v. blame) were examined. Results were presented to the Midwest Sociological Society at the annual meetings in April 1981.
