Special Circumstances 2007-2008
Your eligibility for financial aid is based on the information that you provided on the 2007-08 Free Application for Federal Student Aid (FAFSA). The information that you submitted was evaluated by a formula called Federal Methodology as set by Congress. This formula assumes that 2006 income, assets and family size are good predictors to determine the family's ability to contribute to the student's college education.
The University of Iowa Office of Student Financial Aid (OSFA) recognizes that families can experience changes or have additional expenses that could affect the family's ability to contribute to the student's college education. The U.S. Department of Education regulations allow financial aid offices to determine which circumstances warrant further review. To ensure fairness and compliance with the federal financial aid regulations, special circumstances can be considered on a case-by-case basis and there are limits as to what can be considered.
The information below, while not all inclusive, explains what types of circumstances we cannot consider and ones that we can consider.
Use the University of Iowa Verification Form to explain in detail the special circumstances. During the review process [after the OSFA receives your FAFSA results, the completed Iowa Verification Form (IVF), and the appropriate tax returns], we will review the student's eligibility for aid and will inform you if additional information is needed about the special circumstance.
If the change occurs after you have filed the University of Iowa Verification Form, please contact our office by e-mail at financial-aid@uiowa.edu or mail a letter to explain the special circumstance.
Our ability to provide additional assistance will be determined by when you inform us of the change, how much impact the change has in the financial need, and whether funds are available at the time you contact us.
The following are situations that cannot be considered:
- High consumer debt, including credit cards
- Home mortgage expenses
- Car payments
- Private school expenses including tuition
- Changes in seasonal employment
- Parent in college

- Computer Purchase--Computer purchase for educational use that was purchased on or after June 2007. The policy allows for one computer purchase as an undergraduate and/or one computer purchase as a graduate or professional student.
- Additional Supplies for Required Coursework--A standard amount of $480 per semester has already been included in the cost of attendance. Additional supplies will be considered if the total exceeds the standard amount. Submit proof of paid expenses and a signed statement from the professor indicating the expenses are required.
- Transportation Adjustment--A standard amount of $440 per semester has already been included in the cost of attendance. If a student is commuting to campus and lives more than 30 miles from Iowa City, an additional amount for transportation will be considered if the total exceeds the standard amount. Students who have commuting expenses for internships or practicums may also request an increase. Complete the Request for Transportation Adjustment form after you have registered for classes for the 2007-2008 year.
The following are situations that we will consider for dependent students (must report parental information on the FAFSA):
- Parent Loss of Income--A parent who earned income in 2006, has lost employment for at least eight weeks in 2007, AND anticipates having at least a 20% drop in total income (taxed plus untaxed) from calendar year 2006 to calendar year 2007. Parents who are self-employed do not qualify. Use #17 of the Iowa Verification Form to explain the change(s) in income and the date(s) the change(s) occurred. During the review process, you may be asked for further information.
- Dependent Student Loss of Income--A dependent student who earned income in 2006 and lost that employment and anticipates at least a 20% drop in total income from calendar year 2006 to calendar year 2007. Use #17 of the Iowa Verification Form to explain the change(s) in income and the date(s) the change(s) occurred. During the review process, you may be asked for further information.
- Loss of Untaxed Income or Benefits--A parent received worker's compensation, unemployment compensation, retirement benefits, welfare benefits, social security benefits for student or another family member, and/or court-ordered child support in 2006 but has completely and permanently lost that income or benefit. Use #17 of the Iowa Verification Form to indicate the type and amount of benefits and the date the benefits will cease.
- Loss of Social Security Benefits--A dependent student received Social Security in 2006, but will lose those benefits in 2007. Use #17 of the Iowa Verification Form to indicate the date the benefits will cease.
- Parent Divorce or Separation--A parent has separated or divorced after the student has filed the 2007-08 FAFSA and parent reported marital status as married on the FAFSA. List the date of separation/divorce on #17 of the Iowa Verification Form. Include both parents' W-2 forms to document income of custodial parent when submitting the 2006 parent tax return.
- Death of a Parent--A parent whose income was used on the
2007-08 FAFSA has died. State the date of death on #17 of the Iowa Verification Form and include both parents' W-2 forms when submitting the 2006 parent tax return.
- High Un-Reimbursed Medical or Dental Expenses--Include Schedule A of the 1040 showing medical deductions if Schedule A was filed. If Schedule A is not filed, you may be contacted for further information during the review process.
- One-Time Non-Recurring 2006 Parent Income (moving expenses, lump sum distributions, etc.) Use #17 of the Iowa Verification Form to indicate the specific amount of the one-time income and include which line on the tax return reflects the one-time income. Provide an explanation of the circumstances that caused the one-time income and whether you anticipate that this will occur again. Also provide a detailed listing of how this income was spent. If not previously submitted, provide a copy of your 2005 federal tax return.

- Loss of Income--Student or spouse who earned income in 2006, has lost employment for at least eight weeks in 2007, AND anticipates at least a 20% drop in total income (taxed plus untaxed) from calendar year 2006 to calendar year 2007. Use #17 of the Iowa Verification Form to explain the change(s) in income and the date(s) the change(s) occurred. During the review process, you may be asked for further information.

- Divorce or Separation--A student has separated or divorced after the student filed the FAFSA and the FAFSA was filed using married as marital status. List the date of separation/divorce on #17 of the Iowa Verification Form and include W-2 forms for both the student and spouse when submitting the 2006 tax returns.
- Death of a Spouse--The student's spouse whose income was used on the 2007-08 FAFSA has died. State the date of death on #17 of the Iowa Verification Form and include W-2 forms for both the student and spouse when submitting the 2006 tax return.
- High Unreimbursed Medical/Dental Expenses--For further details, see Student Request for Medical/Dental Expense Adjustment form.
- Health Insurance Premiums--Must be done after the 2007 Fall semester begins. Contact our office once the charges appear on your U-bill. Graduate/professional students have a single policy automatically included in their cost of attendance.
- Childcare Expenses--A student will be paying for childcare during the 2007-08 academic year. Complete the Request for Childcare Expense Adjustment form.
- Student with Dependent Children--Students who have high financial need and have dependent children at home may be eligible for a cost of attendance adjustment for room and board. If you are requesting a cost of attendance adjustment due to having dependent children, indicate this on #17 of your Iowa Verification Form.
