Clerk IV/Secretary IV Update
Three informational brown bag sessions were held to inform Clerk IV's and Secretary IV’s about the changes in their employment status if these two classifications are covered by the collective bargaining agreement. No decisions have been made as analysis has just started on positions. No time frame has been defined as this analysis has to be coordinated with Iowa State University and University of Northern Iowa.
Early Retirement Incentive Program II Update
As of June 9, 260 employees applied for the early retirement program. Of those, 15 were faculty, 117 were AFSCME covered and 128 were other (SEIU, Merit Exempt & P&S). *The changes to the bargaining unit (illustrated in the two tables above) do not match exactly because of other changes, such as Nursing Assistants transferring to Staff Nurse positions as part of the typical career progression upon certification/graduation.
90% Appointments
Implementation of the 90% appointments was intended to allow employees and departments more flexibility and was not done as a budgetary or cost-saving measure. Positions are examined on a case-by-case basis to confirm the percentage of appointment will allow the department to operate effectively. In April 2010, there were 198 positions at 90% time in Org 17, 70s and 80s. Of those, 115 have worked extra hours over the 90% appointment; 104 of the 115 worked 20 extra hours or less in a month; of the 104, 69 have worked 10 extra hours or less.

Joe Marron is to summarize issues and send to Josey Bathke. Josey will then send information to appropriate audience as this is not a Labor Management issue.
Incident Investigations
Incident investigation issues will be taken to Safety Steering Committee. Not a Labor Management issue.
Concerns with PNA’s Getting Breaks
Josey Bathke requested list of names of PNA's that are not getting breaks. No employee names were available at the time of the meeting. This will be an agenda item for the next Labor Management meeting.
Evaluation/Suggestions:
Josey Bathke requested that any information requests such as the 90% position information request be sent to her in advance of the LMC meeting and in writing. She can then evaluate the request and let AFSCME know if there will be a charge for creating a query to compile the requested information.
Meeting adjourned at 3:07 pm.
