Labor Management Committee Meeting
June 20, 2013
Present: Michelle Ray-Michalec, Andy Cooper, Laurie Hathaway, Donna Kasper, Gary Stockinger, Josey Bathke, Shannon Bartlett, Nancy Kroeze, Dan Heater, Todd Taylor and Jim Tuecke.
University Item: Dan Heater
Dan gave a brief background of his work history. He also discussed the flood and gave us some interesting flood factoids.
Union item: Data on hours worked by 90% employees at UIHC
The following numbers for UIHC employees working at 90% for at least one day during the month of April 2013 were:
No additional hours: 117
.1 hour to less than 10 hours: 289
10 hours to less than 20 hours: 284
20 hours or more: 65
Union item: Discuss and improve the release and availability of stewards to have 1st step meetings
No further problems. The issue has been resolved.
Union item: Overview of the plans for Hawkeye Court and Hawkeye Drive
The Board of Regents approved a ground lease with Balfour Beatty Campus Solutions to construct and operate 270 apartment units to replace a portion of the Hawkeye Court apartments, which includes those damaged in the flood of 2008 . There will also be a laundry area, fitness center, community center and property management office. Currently Housing has 427 apartments in Hawkeye Court and 160 in Hawkeye Drive. They closed approximately half of the Hawkeye Court apartments on June 1st and are starting the demolition. Balfour Beatty could eventually expand to the rest of University Apartments.
Balfour Beatty has their own employees. UH&D is doing their workforce planning to determine what positions will be impacted. UH&D employees may be temporarily reassigned and those covered by the AFSCME contract, UH&D will take into account the provisions of the contract and merit system rules to determine those that may be directly impacted..
University item: Creating “Tips” document with contract citation for 1st step grievances processing
Nancy Kroeze would like to have a subcommittee work on a “Tips” document for new supervisors. Items would include who signs for discipline grievances, non-discipline grievances, etc. There was also discussion on doing some short videos in Quick Coach. A sub-committee was formed to work on the project.
