The nonprofit Step By Step, Inc. and the City of Dubuque enlisted the Law and Policy In Action team to rehabilitate and transform an 1890s brownstone into seven universal design apartments and a community kitchen for use by persons with disabilities and other tenants. We conducted legal research, reviewed floor plans and drawings, conducted site audits, developed tenant eligibility preferences that HUD approved, as well as lease and application materials, assisted with technology and web access and hosted guided tours during the ribbon-cutting ceremony. The project has won several awards and received media coverage.
