Drinking, Drug Use & Hazing Policies

Hazing Policies

The Interfraternity Constitution in Article VII states:

All practices involving hazing, paddling, personal indignities, or any acts that interfere with class attendance or class preparation are hereby outlawed. The National Interfraternity Council Resolution on hazing shall be followed by the IFC and member chapters.

The Panhellenic Constitution in Article VIII states:

All forms of hazing, pledge day and/or pre-initiation activities that are defined, as hazing shall be banned. Hazing is defined as any action or situation with or without consent which recklessly intentionally or unintentionally endangers the mental or physical health or safety of a student, or creates a risk of injury, or causes discomfort, embarrassment, harassment or ridicule or which willfully destroys or removes public or private property for the purpose of initiation or admission into or affiliation with, or as a condition for continued membership in a chapter or colony of an NPC member fraternity.

 

The current University of Iowa policy on hazing is, "each and every report of an alleged hazing violation at any location must be reported to the Office of the Vice President for Student Services immediately upon receipt of the information." (Dean Phillip Jones)

 

The sanctions imposed by The University of Iowa for hazing violation shall start with a five-year derecognition period, with the ability to further appeal the charge.

 

Alcohol Policy

The National Council of Alpha Epsilon Phi Sorority sets forth the following guidelines with respect to the use of alcoholic beverages by members/pledges:

1. Alcoholic beverages shall not be stored, served, or consumed on Alpha Epsilon Phi property, either owned, rented or otherwise designated for regular use by the collegiate chapters and/or colonies.

2. All actives and pledges shall abide by federal, state, local, and college/university regulations in regards to the use of alcoholic beverages.

3. No chapter funds or other assessments may be used directly or indirectly for the purchase of dispensing of alcoholic beverages.

4. Alcoholic beverages may not be used as part of recruitment or in any pledge and/or membership programming. This includes, but is not limited to, bid day, pledging, initiation, and other ritual activities.

5. No function at which alcohol will be served shall be designated as required or mandatory for any initiated member or pledge.

6. For social events held in an establishment where alcoholic beverages are sold. There must be a cash bar with a licensed bartender who accepts the responsibility of denying services to those who are underage. Drink tickets or any other form of payment may not be used.

7. At any event where alcoholic beverages are available, alternate nonalcoholic beverages, food, or coffee must be readily available and served continually throughout the event. No alcoholic beverages shall be served during the last scheduled 30 minutes of the event.

8. At any event where alcohol is served, there shall be a designated individual who shall be responsible for the enforcement of appropriate procedures. It is the responsibility of that individual(s) to see that any person who is visibly intoxicated is not served any additional alcoholic beverages.

9. Chapters or colonies are not permitted to sponsor a "BYOB" event unless this is mandated by university policy. A copy of said university policy must be on file with the Vice President - Collegiate Chapters and the National Office. Where so authorized by university policy, all efforts must be made to control distribution and consumption in a secure environment according to all federal, state, and local laws.

10. Chapters or colonies shall not sponsor or cosponsor all-campus or open events where alcoholic beverages are made available.

11. When the chapter provides transportation to a sponsored event, alcoholic beverages shall not be consumed or carried on the bus, van, or other mode of conveyance.

 

Alpha Epsilon Phi expects its members who consume alcohol to do so discriminately and wisely so that the standards of good conduct and our high ideals will be maintained. To further encourage appropriate, informed behavior, chapter, and colonies shall:

1. Recognize that the officers and others directly responsible for an activity as well as the chapter as a whole, can be held liable for any negligence or injury caused as a result of serving alcoholic beverages.

2. Keep a record of birth dates of all members and pledges, in order to identify those who may legally purchase and/or consume alcoholics beverages.

3. Provide a copy of this National Alcohol Policy to all members and pledges within the first two weeks of the school year. Each member and pledge shall sign a statement agreeing to abide by the policy. A copy of the signed statement shall be sent to the national office, with the original remaining on file with the chapter.

 

Anti-Hazing Policy

Alpha Epsilon Phi is a place of fellowship and high achievement. The sorority unconditionally opposes any situation created, intentionally or unintentionally that produces mental or physical discomfort, embarrassment, harassment, or ridicule.

 

Members of Alpha Epsilon Phi Sorority must pledge to work to eliminate all forms of hazing practices found in their chapter , on the university campus, and in the Greek system.

 

it is the policy of Alpha Epsilon Phi that hazing is strictly forbidden.

 

Hazing is defined as any act or tradition that may endanger the physical, mental, or emotional well being of another; requests encourages, or suggests violation of any law, be they local, state, or federal; is mentally or physically demeaning; or requires a personal or menial task of another individual, whether publicly or privately.

 

Any chapter officer responsible for allowing such activities shall be removed from office. In addition, any member who participates in such an activity may be subject to probation by National Council.

 

Each member must be aware of the laws of the state where the chapter is located to know if criminal charges can be brought against individual members and/or the chapter if they participate in hazing activities.

 

Prohibited hazing activities include, but are not limited to:

1. unusual eating methods or places

2. deprivation of sleep and/or food

3. personal servitude

4. calisthenics

5. parades to men's fraternities

6. wearing of anything other than pledge pin to identify pledgeship

7. addressing initiated members by phrases which imply a superior status

8. any indication that a pledge will not be initiated even if she has completed all pledging requirements

9. any indication of change of status right before initiation

10. special courts

11. prolonged periods of silence

12. peer pressure to engage in activities against the pledge's will

13. line-ups

14. subjection to unsanitary conditions

15. carrying of any item(s) that is outside the campus norm which may set pledges apart

 

FIPG, INC. RISK MANAGEMENT POLICY

The risk management policy of FIPG, Inc. includes the provisions which follow and shall apply to all fraternity entities and all levels of fraternity membership.

ALCOHOL AND DRUGS

1. The possession, sale, use or consumption of ALCOHOLIC BEVERAGES, while on chapter premises, during a fraternity event, in any situation sponsored or endorsed by the chapter, or at any event an observer would associate with the fraternity, must be un compliance with any and all applicable laws of the state, province, county, city, and institution of higher education, and must comply with either BYOB or Third Party Vendor Guidelines.

2. No alcoholic beverage may be purchased through chapter funds nor may the purchase of same for members or guests be undertaken or coordinated by any member in the name of, or on behalf of, the chapter. The purchase or use of a bulk quantity or common sources of such alcoholic beverage, e.g. kegs or cases, is prohibited.

3. OPEN PARTIES, meaning those with unrestricted access by non-members of the fraternity, without specific invitation, where alcohol is present, shall be prohibited.

4. No members, collectively or individually, shall purchase for, serve to or sell alcoholic beverages to any minor (i.e., those under the legal "drinking age").

5. The possession, sale or use of any ILLEGAL or CONTROLLED SUBSTANCES while on chapter premises or during a fraternity event or at any that an observer would associate with the fraternity, is strictly forbidden.

6. No chapter may co-sponsor and event with an alcohol distributor, charitable organization or tavern (tavern defined as an establishment generating more than half of annual gross sales from alcohol) where alcohol is given away, sold or otherwise provided to those present.

7. No chapter may co-sponsor or co-finance a function where alcohol is purchased by any of the host chapters, groups or organizations.

8. All rush activities associated with any chapter will be a DRY rush function.

9. No member shall permit, tolerate, encourage, or participated in "drinking games."

10. No alcohol shall be present at any pledge/associate member/novice program, activity or ritual of the chapter.

 

Hazing

No chapter, colony, student or alumni shall conduct or condone hazing activities. Hazing activities are defined as: "Any action taken or situation created, intentionally, whether on or off fraternity premises, to produce mental or physical discomfort, embarrassment, harassment, or ridicule. Such activities may include but are not limited to the following: use of alcohol; paddling; in any form; creation of excessive fatigue; physical and psychological shocks; quests, treasure hunts, scavenger hunts, road trips or any other such activities carried on outside of inside of the confines of the chapter house; wearing of public apparel which is conspicuous and not normally in good taste; engaging in public stunts and buffoonery; morally degrading or humiliating games and activities; and any other activities which are not consistent with academic achievement, fraternal law, ritual or policy or the regulations and policies of the educational institution, or applicable state law."

 

Sexual Abuse and Harassment

The fraternity will not tolerate or condone any form of sexually abusive behavior or the part of its members, whether physical, mental, or emotional. This is to include any actions which are demeaning to women or men including but not limited to date rape, gang rape, or verbal harassment.

 

Fire, Health, and Safety

1. All chapter houses should meet all local fire and health codes and standards.

2. All chapters should have posted by common phones emergency number for fire, police and ambulance and should have posted evacuation routes on the back of the door f each sleeping room.

3. All chapters should comply with engineering recommendations as reported by the insurance company.

4. The possession and/or use of firearms or explosive devices of any kind within the confines and premises of the chapter house is expressly forbidden.

 

Education

Each fraternity should annually educate its students and alumni/alumnae in the Risk Management Policy of FIPG, Inc. Additionally, all student and associate members and key volunteers shall annually be sent a copy of said Risk Management Policy.
