A low doses, plasma binding is not saturated. However, as dose is increased, the plasma protein binding becomes saturated and the Vss will increase as one increases the dose. This is easily seen by the relationship

Vss = VP + (fup/fut)VT

 

As dose increases and plasma protein binding becomes saturated, the fup increases. If you increase fup while holding all other variables constant, the Vss will increase.
