Constitution of the
Hawkeye Chess Club
Preamble:
The name of
this organization is “The Hawkeye Chess Club.”
It will be an affiliate of the United States Chess Federation.
Article I – Purpose
A. Enable its members to play chess.
B. Conduct tournaments, matches, and other chess competitions.
C. Provide chess instruction and entertainment for its
members.
D. Form a chess team for the University of Iowa.
E. Promote chess.
Article II – Membership
A. The Hawkeye Chess Club, “in no aspect of its programs shall
there be any difference in the treatment of persons because of race, national
origin, color, creed, religion, sex, age, disability, veteran status, sexual
orientation, gender identity, or associational preference or any other
classification which would deprive the person of consideration as an
individual.” The organization will guarantee that equal
opportunity and equal access to membership, programming, facilities, and
benefits shall be open to all persons.
B. The Hawkeye Chess Club shall not restrict its membership to
UI students. However, the chess club
will function as a student body and will have student president and student
vice president.
Article III – Organization
A. The officers of the club shall be: President, Vice
President, Secretary, Treasurer, Tournament Director, Newsletter Editor, Web
Master and Supply Officer.
B. The Board of Directors of the club shall be composed of the
officers. The Board of Directors shall
act as the main decision-making body of the club.
C. Any member of the club may call for a vote to sustain or
override any action by the Board of Directors.
D.Duties
of the Officers of the Board of Directors:
The President will:
Preside
at all business meetings of the Board of Directors.
Appoint
all committees.
Be
responsible for correspondence of the club.
See
that the duties of the other officers are carried out.
The Vice President will:
Act
as a general coordinator for the club.
Conduct
the business meetings in the absence of the President.
The Secretary will:
Keep
the minutes of all business meetings.
Inform
the club members of upcoming events.
Help
the Newsletter editor with publicity.
The Treasurer will:
Collect
dues.
Assist
the Tournament Director in collecting fees at tournaments.
Keep
a financial record at all times.
Deposit
all funds received by him into a university account.
Make
disbursements as authorized by the Board of Directors.
The Tournament Director will:
Be
a USCF certified tournament director.
Be
responsible for the club rating system.
Formulate
tournament schedules and details at the discretion of the Board of Directors.
Ensure
that tournaments are in accordance with USCF standards.
Assist
the Treasurer in the preparation of a financial report on each tournament
sponsored by the club.
The Newsletter Editor will:
Be
responsible for the publication and distribution of the club newsletter.
Be
responsible for all publicity of Club related events.
The Web Master will:
Keep
the website current.
Make
changes to the website at the discretion of the Board of Directors.
Maintain
a mass email list of club members.
The Supply Officer will:
Organize
and manage chess club equipment.
Maintain
a written log of equipment owned and signed out by the chess club.
Article IV – Advisor
The advisor will:
A. Inform the club of any pending action by the University
that would affect the club.
B. Be available with notice for advice on affairs of the Club.
Article V – Meetings
A. Regular weekly meetings shall be held throughout the year
as decided upon by the Board of Directors.
B. The president can call special meetings. All items decided at special meetings must
be approved by 50% of the Board of Directors.
Article VI – Elections
A. Officers are to be elected for a term of one year at a
regular meeting of the club in the beginning of each fall semester. A two-week prior notification of the
election of officers shall be given to the members.
Article VII – Finances
A. Membership dues will be $15 for an academic year or $10 for
one semester, and can by waived at the discretion of the Board of Directors for
members below a certain age, or for all members during any academic year.
B. Due to their services, all of the officers of the Chess
Club will be exempt from paying dues.
C. Upon dissolution, state money and mandatory student fees
revert back to the granting organization. Group fees should be divided as
stated in the constitution and carried out by the dissolving group's members
and officers. If the group has
dissolved and group fees have not been divided as stated in the constitution by
5 years from last account activity, monies in group's account will revert to an
account specified for this purpose within UISG. These funds will then be available for distribution through SBAC
guidelines in compliance with University of Iowa policy.
Article VIII – Amendments
Amendments to this constitution must be submitted at two
consecutive regular club meetings. At
the second meeting the proposed changes must be approved by a two-thirds vote
of the members present and voting.
Final approval will be by the Student Activities Board.
Article IX – Ratification
Ratification of this constitution must be by a two-thirds vote
as dictated in Article VIII.
