ESL refunds are underway!
Good news!!! The UI has finally instituted the refunds awarded in our arbitration victory this summer for international TAs & RAs who were charged to take the SPEAK test or participate in the TAPE program.
The 119 employees who paid from $250-$1500 to take this test will get their refunds through the Cashiers office ?for current employees, it will be credited to their U-Bill within the next 24 hours. For employees who have left the University of Iowa, the Cashiers Office will issue their remittance through a check that will be sent to their current mailing address. Additionally, current employees can request that the Cashiers Office cut them a check for their refund if they have already paid their full U-Bill for the semester. Contact the Cashiers Office at 335-0071 to ask how to make that change.
This refund finally brings this issue to a close, nearly 3 months after we presumed the issue was resolved when we received an arbitrator's decision in our favor. However, the UI threatened to take the decision to court to get it overturned, and refused to pay these employees until they had decided whether or not to forward this matter to court. After 90 days and intense negotiations between UE-COGS and the University, the UI finally made the correct decision and agreed to live by the binding arbitration procedures set forth in our contract.

Soccer game VS korea
CSSA just received a challenge to a soccer game from the Koreans. The game is set up at 4:30PM at Saturday in Hawkeye court soccer field(For Sure). As the sport and recreation coordinator for CSSA, I really want to say thank you to those who played last soccer game in 2005 against the Koreans. They played extremely hard to win the game, and they almost did it( Korean tied up the score in the last minute!!!). I hope those players can show up again, and new people would join us this time. Let's stick together as a whole, and beat the Koreans. People who plan to play this game, please show up at 4:00pm. We will sit down together, vote for a captain, and do some warm-up as well. I also hope people can show up to cheer for the team, the Team Of Chinese!!!!
Please email me at songxian-tan@uiowa.edu or call me at 319-400-3292 if you have any questions.
Thank you

COGS VICTORIOUS IN ESL ARBITRATION!!!
UI Cannot Charge Employees for Training
Through the grievance procedure established in your COGS contract, COGS won a significant victory which orders the UI to stop charging international graduate employees fees to participate in ESL training and SPEAK testing and orders the UI to reimburse those employees who paid fees to participate in those programs. This decision represents a significant victory for all graduate employees by upholding our contract and ensuring that the UI abides by the policies agreed to within our contract.
The UI started charging international students fees to take the SPEAK test and to participate in the TAPE program in the Fall of 2005. Previously, these programs were free of charge to all international graduate employees whose English fluency has to be certified in order to teach at the UI. COGS filed a grievance against these new fees in the Fall of 2005, arguing that Article XIX (“Training”) of our contract requires the university to provide instructional assistance for TAs and RA when warranted, including in areas of written and oral communication. The UI’s counter argument was that the phrase “oral and written communication” did not include instruction and testing in the ESL programs and therefore they could continue to charge graduate employees to participate in these courses.
The arbitrator sided with COGS in this case, reinforcing COGS’ argument that “to charge graduate student employees for ESL training and SPEAK testing violates the agreement.” Additionally, the UI has to refund fees to those employees who paid the fees to participate in the ESL training and SPEAK testing. COGS officers are currently working with the UI in order to reimburse those employees as quickly as possible.

I've updated pickup info online. Most news students are in good hands, but there are still a few left. For those who are going to pick up new students, you will receive a confirmation letter from CSSA, and related information will appear here. Others can take a break so far, because there are more volunteers than I expected. Thank you all.
PS: Please read the new students' info page carefully. In the memo column, "Done" means that student already has some one to take care of; "Pending" means more details need to be validated, but the volunteers will not be changed; all other slots are still open.
