The Non-Resident Fee Review
Committee met on a monthly basis throughout the Fall, Spring, and Summer
semesters of the academic year, September 1, 2002 through August 31, 2003.
Our monthly meetings occurred in Jessup Hall (1 JH) on the last Thursday
of each month.
Our work begins after a
student, who has been classified as a nonresident for tuition purposes, submits
a letter of appeal to the University Registrar. The Registrar composes a file for each student, and mails
this file to each committee member for review two weeks prior to our group
meeting. Each student is invited to
the meeting to present his or her case as to why he or she qualifies to be
classified as a resident. Almost
all of the students accept the invitation and attend the meeting.
After a review of the official Guidelines, the student’s written
application, and the committee’s conversation with each student, the committee
discusses and then votes on that student’s final resident classification.
We considered 16 cases this year, about the same as last year. About two-thirds of the nonresident classifications from the
Registrar’s office are upheld, while one-third of the appeals were
successful–the student was subsequently re-classified as a resident for
tuition purposes.
