Brief Descriptions of the Functions and Responsibilities

of University and Faculty Senate Committees


University Charter Committees:

Campus Planning:  Advises on 1) policies for orderly and attractive development of the campus and facilities; 2) space allocation and modification or reallocation of existing facilities; 3) development and revision of ongoing projects; and 4) site selection of new projects.  Regular term:  3 years.


Committee on Employment of Relatives:  Considers problems that may occur when two members of the same family are employed by the University.  Advises the University administration on proposals to permit employment of those related by blood or by marriage to those who would ordinarily supervise the position for which they are applying.  Hears disputes and recommends a solution to the Provost.  Regular term:  3 years.


Council on Teaching:  Discusses needs in the area of teaching and recommends appropriate programs.  Reviews procedures regarding evaluation of instruction, experimental programs, registration, convocations, and calendar.  Advises on development of proposals for outside funding for promotion of teaching; administers existing programs related to support of teaching.  Regular term:  3 years.


Family Issue Reviews and recommends actions regarding the implementation of University child care programs and plans.  Advises on the development and implementation of parenting and family care policies for faculty, staff and students.  Regular term:  3 years.


Financial Aid Advisory:  Recommends actions regarding priorities and distribution of all forms of scholarships and other student financial aid (including loans) administered by or through the Office of Student Financial Aid or other university office (other than financial aid under the direct control of a college or department).  Assists in communicating federal financial aid policies to the University community.  Regular term:  3 years.


Funded Retirement and InsuranceAdvises University authorities on fringe benefit policies and insurance programs covering faculty and professional and scientific staff at the University.  Programs include retirement, health and dental insurance, life insurance, and long‑term disability programs.  Regular term:  3 years, renewable.


Hancher Advisory Advises the Director of Hancher Auditorium on policies relating to use of the Auditorium, on selection of events, on public reaction to programs at Hancher, and on the educational, promotional, and financial aspects of these programs.  Helps coordinate cultural programming on campus.  Regular term:  3 years.


Information Technology Advisory:  Advises the Vice President for Research on the needs of faculty, staff, and students for computing services, and makes recommendations concerning methods for meeting these needs.  Considers questions and recommendations from the academic community concerning computer policies, services, and development.  Regular term:  3 years. 

Human Rights Hears and investigates complaints of discrimination according to general University policy; attempts to eliminate discrimination through fact‑finding and education; formulates policy on human rights; and recognizes outstanding achievements in promotion and protection of human rights.  Regular term:  3 years.


Lectures:  Selects and makes arrangements for speakers to appear at the University; on application, distributes funds to students and departments for lecture events.  Regular term:  3 years.


University Libraries:  Advises the University Librarian on matters pertaining to the development of the collections and services of the University Library system.  Regular term:  3 years.


Parking and Transportation:  Advises on the following matters:  short‑ and long‑term plans for campus traffic; other modes of transportation, such as Cambus; regulations, fees, and appeal procedures for parking violations; and coordination of University transportation and facilities with those of the city, county, state and federal agencies.  Regular term:  3 years.


Recreational Services:  Advises on the following:  rules, schedules, and fees for University recreational facilities; plans for modification or expansion of such facilities; programs to ensure that recreational facilities are available to all members of the University community.  Regular term:  3 years.


Research Council:  Reviews research proposals and advises the Vice President for Research on local proposals as well as those which should be forwarded for national competition.  Reviews and advises the Vice President on all policy regarding research at the University.  Regular term:  3 years.


Student Health Services:  Advises on health care provided to students and student families; provides information concerning student health insurance plans; advises on student participation in health surveys and dissemination of information in the campus community about the availability of health care.  Regular term:  3 years.


Student Publications:  Oversees the operations of The Daily Iowan.  (Note:  The DI is largely independent of the University, although it uses some University facilities).  Regular term:  3 years.


University Safety and Security:  Reviews and advises Administration regarding operation of the University Security Force.  Primary concerns include effectiveness of the Security Force in fulfilling public service and law enforcement functions and hiring, training and compensation of Security employees.  Regular term:  3 years.


University Non-Charter Committees

Presidential Committee on Athletics:  Has responsibility for the formulation and enforcement of University policy with respect to intercollegiate athletics as established by the Intercollegiate (Big Ten) Conference rules.  Regular term:  5 years.


Faculty‑Staff Parking Appeals:  Considers the appeals of vehicle owners and the regulations of the University Parking office in deciding the merits of contested parking citations.  Regular term:  3 years.


Non‑Resident Fee Review:  Administers regulations governing the application of resident and non‑resident tuition rates; hears appeals from students challenging their tuition classification.  Regular term:  3 years.


Faculty Senate Committees:

(Note: All members of Faculty Senate Committees are faculty.  Senate membership not required.)

Committee on Committees:  Selects nominees for appointment to general University committees (charter and non‑charter) and Senate committees; these nominations are submitted to the Faculty Senate for action.  Regular term:  3 years.


Elections:  Presents to the Senate a list of faculty members eligible to vote, a list of Senate positions to be filled, and a list of persons eligible for each position.  Determines the number of positions to be provided on the Council for each college represented.  Supervises all elections and decides tie votes by lot.  Regular term:  3 years.


Faculty Policies and Compensation:  Makes recommendations about University policies and procedures and other issues that relate to the quality of faculty life.  Provides information and advice to individual faculty members with respect to faculty grievance and development.  Gathers and publicizes information on faculty needs and concerns.  Monitors university policies and performance and policies in achieving and maintaining a satisfied and diverse faculty.  Regular term:  3 years.


Governmental Relations:  Has primary responsibility for developing and improving the faculty's relationships with government officials, especially those of state government.  Primary activities include organization of visits by groups of state legislators.  Regular term:  3 years.


Judicial Commission:  Investigates faculty grievances against the University arising from denials of promotion or tenure or from other causes and makes recommendations concerning the resolution of such grievances.  Panels are appointed from the Commission and meet as needed.  Regular term:  3 years.


Rules and Bylaws:  Prescribes such general rules of procedure as are not provided in the constitution or bylaws of the Senate.  Questions regarding the meaning of the constitution or bylaws are ordinarily referred to this Committee.  Regular term:  3 years.


Selection of Central Academic Officials:  Consults with University officials on the appointment of new officers of the central administration; may include serving on search committees.  Members serve on committees reviewing various offices of the administration.  Regular term:  3 years.


Joint Committees

Faculty Senate/Staff Council Budget Committee:  Advises on priorities and other budgetary matters.  Regular term:  3 years.
