Application
This program covers servicing and maintenance of machines and equipment where the unexpected energization, start up, or release of stored energy could cause injury. It does not apply to exposure to electrical hazards from work on, near, or with conductors or equipment in electrical utilization installations (covered by OSHA: 29 CFR, Subpart S, Electrical).

Program Elements

• Written Program

Complete a written energy control program that is generic or for a specific piece of equipment or operation. (Lockout Program)
The program must include:
• how the program will be implemented;
• application of controls;
• release of lockouts; and
• any additional requirements.
• Lockout Materials

Provide protective materials (locks, chains, etc.) that are identified and used only for the lockout program.
• Inspections

Perform periodic inspections of the program at least annually.
• Training

All employees in the program must be trained to ensure the skills required for the safe application, use, and removal of energy controls are present. Retraining is required when equipment and/or personnel change.
• Notification

All affected employees must be notified before lockout controls are applied and before they are removed.

Documentation
Departments must develop and maintain their own written program. There must be a certification that the annual inspections have been done by identifying the equipment or machine inspected, the date inspected, and the name of the person performing the inspection. Accurate training syllabus and attendance records must be maintained.
