Machine and Tool Safety Program


Application
Use of woodworking, abrasive wheel, and mechanical power-transmission sections are included in Subpart O. Subpart P covers use of hand tools including saws, grinders, explosive actuated fastening tools, jacks, and lawn mowers.

Program Elements

General requirements:
Guards must be provided to protect operators from hazards created by nip points, rotating parts, flying chips and point of operation, such as chain drives and vee belts.
If fan blades are less than 7 ft. above the floor, they must be guarded. Guard openings shall be less than 1/2 inch.
Compressed air cannot be used for cleaning unless reduced to less than 30 psi.
Departments are responsible for the safe condition of equipment used by employees including tools furnished by the employee.

Woodworking Machines
Saws, jointers, borers, planers, machines, lathes, etc., must be equipped with guards, hoods, etc., depending upon type. Frames and exposed metal parts on portable tools over 90 volts must be grounded through a separate ground wire, and polarized plug and receptacle.


Abrasive Wheel Machines
Specifications include: (2 e and internal wheels are among exemptions.)
Spindle end, nut & flange must be covered.
Work rest must be 1/8 in. maximum from wheel.
Bench and floor grinder exposure opening must be less than 90 degrees.
Flanges must be designed, installed, and maintained as specified.
Adjustable tongue at top must never exceed 1/4 in. from wheel.

Mechanical Power Transmission Apparatus
Guards must be provided for flywheel, shafts, belts, chain drives, pulleys, gears, etc. All shafts, bearings, hangers, pulleys, and belts must be inspected at least every 60 days to insure good working condition. For specific requirements see the regulations.
