While most member schools are located in Iowa, membership in IHSPA is open to any high school in the United States, public or private. School membership entitles any teacher/adviser or student connected with media representing that school to participate in all IHSPA activities.

Membership is paid annually and extends from September 1 to August 31. The membership fee entitles school members to a copy of the monthly newsletter, makes them eligible to send participants to organizational activities, permits them access to the PICA file for a modest fee, provides critical services for their media production, and makes them eligible for IHSPA-sponsored contests and loan services. Honorary membership in IHSPA may be granted to individuals outside the organization for their devotion to and promotion of secondary school journalism. They shall be persons who have rendered distinguished service in the field of journalism, journalism teaching and/or advising of secondary school media. The names of persons qualifying for this membership should be recommended to the IHSPA executive board.
