In 2000, IWIS began working with Iowa's Strategic Plan, the 2010 Report. The report was compiled through commissioners with the help of community input. Through community hearings and feedback, a strategic plan was created. The plan identified where Iowans wanted the state to be by the year 2010. IWIS chose to focus on one clause in the 2010 report: the goal to add "prohibition of discrimination based on sexual orientation and gender identity" to the Iowa Civil Rights Act. To help reach this goal, IWIS participated in legislative forums, testified twice at the Iowa Commission on the Status of Women public hearings, performed street theater on discrimination, and created a short video clip illustrating what discrimination based on sexual orientation or gender identity can look like.
