 ADULT AND COMMUNITY MUSIC EDUCATION
 SPECIAL RESEARCH INTEREST GROUP

I. NAME, PURPOSE AND COMMITMENTS

A. This organization shall be known as the Adult and Community Music Education Special Research Interest Group (ACME). It is organized under the Society for Research in Music Education (SRME), a part of the Music Educators National Conference (MENC).B. The purpose of this organization shall be to promote research contributing to music education that fosters active involvement in the making, creating, and studying of music across the life span through the understanding of the unique learning characteristics of adults.C. To accomplish this purpose, ACME is committed to:
  • Providing opportunities for discussion and reflection which will define research agendas in adult and community music teaching and learning;
  • Encouraging rigorous research in the area of the adult and community music teaching and learning; and
  • Providing a medium for disseminating information about research related to adult music teaching and learning.
II. MEMBERSHIP
A. Any member of the Music Educators National Conference may be a member of the ACME SRIG.
B. MENC members may become members by notifying the ACME Chair or the MENC headquarters.
C. An MENC member may remain a member of the ACME SRIG as long as MENC membership status is maintained or until discontinuance notification is sent to the ACME Chair or the MENC headquarters.
III. ORGANIZATION
At each MENC biennial national conference, the ACME SRIG will elect a Chair, Chair-elect, and any other officers by procedures agreed upon by the SRIG membership. The term of office of the Chair and Chair-elect will be two years, beginning on July 1 of each even- numbered year. The offices of Chair and Chair-elect must be filled at all times, and the names, addresses, phone numbers, and e-mail addresses of both officers must be reported to the MERC Executive Committee Chair or to his or her designee. Failure to maintain these offices and to report officers' names to MERC will be grounds for deactivation of the SRIG. SRIG Chairs and Chairs-elect must be current members of SRME and should possess the following qualifications:
  • Present a record of interest and involvement in that particular SRIG;
  • Be actively involved in research activity; and
  • Attend the MENC biennial national conferences.
A. Primary executive authority is vested in the National Chair. The areas of oversight, which may be delegated to other ACME SRIG officers, include:
  • Managing the general affairs of the ACME SRIG
  • Maintain an accurate and current roster of ACME SRIG memberships with mailing and e-mail addresses, and supply a copy of this roster on request to the MERC Executive Committee Chair or his or her designee;
  • Oversee ACME SRIG sessions at the biennial national conferences and submit session proposals to the MERC's SRIG liaison;
  • Appoint or oversee the election of Divisional ACME SRIG Chairs and any other ACME SRIG leadership positions, such as a membership chair, nominating committee, or chairs of ad hoc committees within the ACME SRIG;
  • Communicate through a national newsletter or by other means with the ACME SRIG membership at least yearly, and at least once between the biennial national conferences;
  • Represent the ACME SRIG to MERC by submitting a biennial report to the MERC's SRIG liaison;
  • Review paper submissions if requested by the MERC Executive Committee Chair;
  • Respond to inquiries from potential new members; and
  • Provide leadership for the planning and execution of activities at the biennial national conferences.
B. The National Chair-Elect shall assist the National Chair. Duties shall include:
  • Serving as editor of the ACME SRIG newsletter, collecting and preparing information to be included in the distribution of the newsletter, with final copy subject to approval of the National Chair, at least yearly;
  • Writing a report on the activities of the National Chair-Elect to be included in the National Chair's biennial report;
  • Advising the National Chair;
  • Assuming the duties of the National Chair if the National Chair chooses to resign or is otherwise unable to carry out the duties; and
  • Assuming other duties as directed by the National Chair.
C. The Membership Chair shall assist the National Chair. Duties shall include:
  • Maintain an accurate and current roster of ACME SRIG memberships with mailing and e-mail addresses, and supply a copy of this roster on request to the MERC Executive Committee Chair or his or her designee;
  • Making recommendations for membership development to the National Chair;
  • Maintaining records of terms of office for members of the Advisory Committee;
  • Writing a report on membership data and activities to be included in the National Chair's biennial report; and
  • Advising the National Chair.
D. Six Division Chairs shall assist the National Chair. As specified above, the ACME SRIG National Chair will appoint Divisional SRIG Chairs or will oversee their election. Duties of the Divisional SRIG Chairs shall include:
  • Recruit SRIG members from people who do not attend the biennial national conferences;
  • Inform Divisional and state MENC officers and Research Chairs of the SRIG's existence, and plan SRIG participation in research activities when appropriate;
  • Respond to inquiries about the SRIG;
  • Promote research and development activity within the Division and assist the State Research Chairs in such efforts;
  • Encourage interdivisional research activity through communication with other Divisional SRIG Chairs;
  • Report on Divisional SRIG activity during national SRIG sessions;
  • Work with MENC Divisional officers to plan and oversee research activities at Divisional MENC conferences.
E. Ad hoc committees. The National Chair may a his/her discretion appoint Ad hoc committees as needed or desired by the Advisory Council.F. Advisory Council
  • The Advisory Council shall consist of the National Chair, the National Chair-Elect, the Membership Chair and the Division Chairs.
  • Meetings of the Advisory Council are called at the discretion of the National Chair.
G. Assumption of Duties
  • The National Chair may assume, at his/her discretion, the duties of the National Chair-Elect, Membership Chair, Division Chair, or of an Ad hoc committee member.
  • If the National Chair-Elect resigns or is otherwise unable to carry out the duties of that position, the National Chair may nominate a replacement subject to the majority approval of the Advisory Council. In case of a tie, the National Chair shall cast the deciding vote.
H. Election of the National Chair-Elect
  • On or before January 1st of his/her second year, the National Chair shall appoint a Nominating Committee consisting of at least three ACME SRIG members.
  • On or before March 1st of the second year, the Nominating Committee shall present the names of two candidates to the current National Chair as nominees for the position of National Chair-Elect. Additional nominations will be accepted from the floor at the national biennial ACME SRIG meeting.
  • A majority vote of those casting secret ballots at the ACME SRIG meeting will be required to elect the new National Chair-Elect. If no nominee receives the required majority vote, a run-off election will be held immediately between the two persons receiving the highest number of votes in the first election.
  • The National Chair-Elect automatically assumes the duties of National Chair at the end of the two-year term as Chair-Elect. If the Chair-Elect chooses not to assume or is prevented from assuming the duties of the National Chair, the Nominating Committee will be charged with submitting names for both National Chair and National Chair-Elect under the procedures outlined in 1, 2, and 3 above.
I. Terms of Office
  • The National Chair shall serve a term of two years commencing and ending with the biennial convention.
  • The National Chair-Elect shall serve a term of two years commencing and ending with the biennial convention.
  • The Membership Chair shall serve a term of two years commencing and ending with the biennial convention.
  • Divisional Chairs normally serve for four years, but the National Chair may appoint Divisional Chairs to additional four-year terms.
        • The Northwestern, Southwestern, and Eastern Division chairs shall be open for reappointment in 1998 and on each fourth year thereafter.
        • The Southern, North Central, and Western Division chairs shall be open for reappointment in 2000 and on each fourth year thereafter.
    • Ad hoc Committees serve a term defined by the National Chair.


IV. MEETINGS

  • The ACME SRIG shall hold a formal business meeting and professional session(s) at every biennial convention. The proposal for the meeting is forwarded to the MERC SRIG Coordinator by the next March after the biennial convention.
  • The National Chair shall call formal or informal meetings of the ACME SRIG or the Advisory Council at his/her discretion.
V. AMENDMENTS
  • Any provision of this document that is in conflict with the MENC constitution or the By-Laws of the Music Education Research Council is null and void.
  • A two-thirds majority vote of those present at a formal meeting will be necessary to amend this document.

VI. INITIAL PROCEDURES

For the years 1996-1998, the National Chair shall appoint a Chair-Elect, a Membership Chair, and six Division Chairs. In 1998 the Nominating Committee shall submit names of nominees for both the National Chair and National Chair-Elect as outlined in Section III G (for the Chair-Elect); the nominations may or may not include the names of the National Chair and Chair-Elect appointed in 1996.
