Sac and Meskwaki chiefs Keokuk and Wapello each had a large village where Ottumwa is today. Approximately 4 miles southeast of Ottumwa is the town of Agency. The town dates to 1838 when the U.S. Government established an agency for the Sac and Meskwaki tribes, and appointed Joseph Street as the agent.
