All public parking facilities on The University of Iowa campus have designated parking spaces for the disabled. Use of these spaces requires either a permanent or temporary handicap placard issued by a state government or a handicap license plate. These parking spaces (located in cashiered structures, cashiered surface lots, or at meters) are designated by a sign as reserved for the disabled.
Temporary Parking Permits for the Disabled (effective 8/1/2007)
The University may provide short-term parking to persons with disabilities by offering temporary permits for parking in Faculty/Staff or Student facilities. A letter from the attending physician stating the situation and the duration of the temporary disability is required.
If the duration of the need is one week or less, permits will be sold at the current daily permit rate of $4.00 for surface reserved lots and $7.00 for structures.
If the individual requires a permit for more than one week, it will be sold on a monthly basis for up to three months. If the individual has a current University parking permit, they will pay the same fee as their current permit for up to 3 months. Permit will be sold only on a whole month basis.
If the individual has no parking, the rate will be $22.00 per month for up to 3 months and the permit will be sold only on a whole month basis.
Individuals who require the assignment for more than 3 months will be asked to show proof of possession of a State Handicap Placard. The total fee charged for assignments longer than 3 months will match the standard monthly fee for a given facility.
Example 1:
A Lot 43 permit-holder that needs temporary access to HR 3 will continue to pay $44/month for up to 3 months. After three months, their total parking fee would rise to match the actual monthly ramp rate.
Example 2:
A Finkbine Commuter permit-holder that needs temporary access to HR 3 will continue to pay $19/month for up to 3 months. After three months, their total parking fee would rise to match the actual monthly ramp rate.
Policy for assigned parking space has been established in accordance with the guidelines of the Americans with Disabilities Act. All persons with disabilities who wish to apply for a handicap parking permit in the faculty/staff parking system must present proof of possession of a State of Iowa Handicapped parking placard or a vehicle license plate designated as handicapped. Once possession has been established, the individual may choose from one of two different parking options.
Option One: Individuals with disabilities who desire access to a faculty/staff parking facility, but who do not need to utilize the specially dimensioned and marked ADA spaces, may apply for parking privileges in the same manner as non-disabled faculty/staff. With proof of the State Handicapped parking placard, their name will be placed on the appropriate waiting list. The University start date is the criteria used for placement on the waiting list. When their name rises to the top of the list, they will receive the first available opening in that lot.
The purpose of the procedure is to provide reasonable parking access to individuals whose disabilities do not require the larger or specially located ADA spaces. Once individuals receive their assignments their privileges and responsibilities are the same as all other faculty and staff. The permit offered will be the standard issue, offered to all non-disabled persons utilizing the facility. It will not be valid for use in the ADA spaces located within reserved lots even if the state handicapped placard is present in the vehicle. Individuals with this permit may still utilize ADA spaces in University operated public parking facilities by displaying their State Parking placard and paying the hourly rate.
Option Two: Disabled Faculty, Staff, and Students who need access to ADA spaces may apply for these by the waiting lists. ADA spaces within the faculty/staff reserved parking system will have their own lot designations. For example, the group of twelve ADA spaces within Lot 3 may be called Lot 3Y, and will have its own waiting list. Individuals assigned to these spaces will be issued a Lot 3Y permit which must be displayed in conjunction with the State Handicapped placard.
Employees with the Y permits are expected to park within
the ADA spaces, but will not be in violation if they park in standard stalls.
We will attempt to encourage them to utilize ADA spaces through warning
tickets and direct contact. The basis for this approach is that the limited
number of ADA spaces and their possible use by the public and other disabled
Faculty/Staff utilizing Departmental Business Placards may lead to situations
where all of the ADA spaces are filled and are not available to the permit
holders. In this case, parkers may only be able to park in standard spaces
within the remainder of the facility.
