INTRODUCTIONON

In order to facilitate necessary traffic and parking, the following regulations have been adopted by the University. They have been adopted in accord with Chapter 262 of The Code of Iowa and Section 720-4 of The Administrative Code. These regulations supersede all previous registration and parking regulations. Any amendments to them will be published in THE DAILY IOWAN, and the faculty/staff newsletters.

Suggestions to improve the parking system on campus are welcomed by The University of Iowa Parking and Transportation Committee whose membership represents students, faculty, and staff. Any suggestions should be made to the chairperson of the committee in care of the Department of Parking and Transportation.

For ease in interpretation, a summary of these regulations is presented in the following sections:

1. General Regulations

1.1 Student—Definition

For the purpose of these regulations, a student is anyone registered with the University for academic credit who is not a full-time salaried employee. (Graduate, teaching and research assistants are classified as students if they are registered for academic credit.)

1.2 Faculty-Staff—Definition

For the purpose of these regulations, a faculty or staff member is anyone employed by the University on a full-time or equivalent basis who is not a student.

1.3 Priority System

The general priority for parking on the campus shall be visitors, faculty/staff, students. Persons with disabilities will be given priority for parking space.

1.4 Closing of Areas

The right is reserved to temporarily close any campus parking area or facility for University purposes. In such instances, advance notice will be given when practical.

1.5 When in Force

(1) Student parking area and registration regulations become effective as of 7:30am the first day of classes and continue in effect except on official University holidays unless posted otherwise. Meter regulations are enforced as posted in each area.

(2) Faculty-staff lots are enforced from 7:30am to 4:30pm, Monday through Friday including interim periods, unless otherwise posted.

(3) All areas including those for faculty, staff, or students not posted “24 hours Daily,” “24 hours, 7 Days a Week,” or “24 Hours Daily Except Sunday” or similar postings are available for parking to all from 4:30pm to 7:30am.

(4) All motorcycle parking lots are reserved 24 hours daily.

(5) Any vehicle left in a storage lot without a valid decal or other permission will be towed in accordance with Section 1.8(3). The storage lots will reopen 48 hours before registration for the following term or the beginning of classes.

(6) Commuter lots will be enforced from 7:30am to 4:30pm Monday through Friday. Any vehicle remaining in the parking area after 6:00pm may be subject to sanctions contained in these regulations.

1.6 General Permit Regulations

(1) Because of the possibility of confusion, it is requested that all expired permits be removed from vehicles.

(2) A student parking permit and a faculty-staff parking permit may not be displayed on the same car.

(3) Placement of Decals/Hangtags

(a) The registration or parking decal must be completely and permanently affixed to the lower windshield (inside) on the driver’s side. The use of tape or adhesive (other than that found on the decal) in affixing decal is prohibited. Hangtags must be displayed from rear view mirror and visible from front and rear.

(b) Carpool decals must be displayed on the lower windshield (inside) on the driver’s side.

(4) Replacement of Permits and Keys

(a) A lost permit/hangtag may be replaced upon application to the Parking Office and upon showing satisfactory evidence that the original permit has been lost.

(b) Official University registration and parking area permits which become damaged or unidentifiable or which are attached to a car being released for the purchase of a new car may be replaced upon application; identifiable portions of the old permit(s) must be turned in. Since the person who registers the car or purchases a parking permit is responsible for all violations occurring in the use of that automobile, it is essential that all permits be removed upon sale or transfer of the vehicle.

(c) Lost hangtags and keys or cards for automatic parking gates may be replaced upon paying the prescribed fee.

(5) Unauthorized Use, Reproduction, Alteration, or Transfer of Permit, Keys/Card.

(a) It is prohibited to alter, produce, or use any reproduction of a parking permit.

(b) It is prohibited to obtain or use a parking permit or key/card by fraud or misrepresentation of facts.

(c) It is prohibited for any person in lawful possession of a parking permit or key to give, sell, or transfer to another person such permit or key/card.

1.7 Parking Regulations

(1) Vehicles parked in violation of any of the following regulations may be towed at the owner’s expense and/or a sanction imposed.

(2) Vehicles must display the proper permit for the area in which they are parked during the hours of area enforcement.

(3) If the area is metered, the hours of meter enforcement (indicated on each meter) must be followed.

(4) Motor vehicles shall be parked only in those areas that are specifically designated as parking stalls. In most of the University’s parking lots, the stalls are marked either by parking blocks or by stall lines. Parking must be between stall lines or directly behind the parking blocks. In metered areas, care should be given in placing the automobile in the correct metered stall.

(5) Motor vehicles shall not be parked in areas normally not available for parking. Motor vehicles shall not be parked in such a manner as to block sidewalks, driveways, roadways, or parking areas. Certain other prohibited zones are usually marked by appropriate signs, painted curbs, or other standard means. In general, these are: vicinity of fire hydrants, fire lanes, fire escapes and fire exits, and service drives.

(6) Certain areas such as loading zones are available for parking for a limited time but only when legitimately loading or unloading. A reasonable amount of time for loading or unloading will be given when enforcing this regulation.

(7) Meters

All posted regulations on signs and on meters are to be observed. If the meter is out of order, the Parking Office (335-1475) should be notified at the time of use, giving the letter prefix and number of the meter and the nature of the problem. If the meter is malfunctioning, a sanction will not be levied. However, the University may charge a user fee. University parking meter areas can be identified by using this map.

(8) Vehicles are considered parked when left unattended by a driver for any period of time.

(9) The responsibility for finding a legal parking space rests with the vehicle operator.

(10)Lack of space in a facility is not a valid excuse for violating a parking regulation.

(11)Driving of motor vehicles and motorcycles on University property other than roads is prohibited unless specific areas have been designated for such use or permission has been granted for special occasions.

1.8 Violations

(1) Charges (as listed below) shall be assessed against the owner, operator, or registrant of the motor vehicle involved in each violation and shall be billed through the University’s Business Office.

(2) The person in whose name the car is registered with the University shall be responsible for all parking violations attached to the vehicle and is thus subject to any and all sanctions resulting from these violations.

(3) Violation of the regulations may be enforced by the towing of vehicles parked in violation of these rules and a fee charged for the cost of the tow and storage prior to the release of the vehicles to their owners.

Violations are cumulative for the academic year beginning on July 31, 2009 and continuing through July 29, 2010.

1.9 Impoundment

(1) The University may contract with a private individual or firm to provide services for towing vehicles found to be in violation

of these procedures and to store such vehicles until claimed by the owner or disposed of.

(2) The following are grounds for impoundment of a vehicle upon orders of the Director of Parking and Transportation or a designee:

(b) Parking in a zone plainly marked as a tow-away zone or parking in such a way that it may damage lawns, shrubbery, or other University property, or blocking access to, or use of, any University facility, if the operator cannot be found within 15 minutes or less.s.

(c) Parking a vehicle in such a manner as to block drives or other vehicles.

(d) Parking in a lot for which no permit has been issued after personal or written notice to desist has been given to the owner by the Department of Parking and Transportation.

(e) If the operator cannot be found within 72 hours from the time the vehicle is determined by the Director of Parking and Transportation to be parked in violation of law or regulations.

(3) The University shall give written notice of impoundment to the owner of the vehicle or to the person in whose name the vehicle is registered or parking privileges have been granted. The notice shall state the specific violation claimed or other reason for which it was impounded and its location. A reasonable fee will be charged for the cost of impoundment and storage, which must be paid prior to the release of the vehicle.

(4) Appeals

The committee to hear appeals of impoundment decisions made in application of this procedure shall consist of one administrator appointed by the president, the chairperson of the Parking Appeals Committee, and the chief justice of The University of Iowa Student Senate Traffic Court. Terms of office of the committee shall be from September 1 of each year until August 31 of the next year. The president may fill vacancies, and if no nominations are made from a constituency prior to the date on which terms are to begin, may make appointments to the committee. In cases where the committee allows the appeal, the impoundment fee will be paid by the University.

2. Bicycles

2.1 Bicycles may be registered with the University Parking Office.

A decal to be placed on the bicycle will be issued, and there is no charge for this registration.

2.2 Bicycles may be parked at any University designated bicycle facility. They shall not be attached to trees, shrubs, or handrails,

nor blocking access to, or use of, any University facility. Bicycles may not be parked or operated inside University buildings except in areas that are specifically designated as bicycle parking. Any bicycle found in violation may be ticketed, immobilized, or impounded and the owner fined. All bicycles to be impounded may be removed and held by the Parking and Transportation Department until claimed by the owner. Bicycles considered abandoned may be sold as abandoned property through the Surplus Property Department.

2.3 Specific regulations governing the operation and parking of bicycles on campus are available at the Parking Office.

3. Two-Wheeled Motor Vehicles

3.1 Permits

Faculty or staff desiring parking for two-wheeled motor vehicles may purchase a parking permit (“C” permit). The fee for parking a two-wheeled motor vehicle is $81 for the permit year. Permits must be permanently and visibly affixed to the license plate bracket. All two-wheeled motor vehicles shall be parked only in the parking areas designated for these vehicles. They shall not be parked in any other area, including the University’s lawns, sidewalks, automobile parking spaces (including metered areas), or bicycle racks, except at meters after meter enforcement hours have ended.

3.2 Violations

Any violation of Section 3.1 shall subject the operator or registrant of the two-wheeled motor vehicle to the same sanction as that applied to automobiles.

4A. Faculty-Staff Automobiles

4A.1 Applications and Cancellations

Application forms for parking are available in the office of the dean or department executive officer in each department, on the Parking & Transportation web site, or at the Parking Office. To cancel a permit, turn in a gate key/card (if applicable) and the parking permit/hangtag to the Parking Office.

4A.2 Parking Privileges

Parking areas are assigned to faculty and staff on a priority basis upon submission of the properly completed application. Faculty and staff with disabilities will be given priority in assignment of space. A doctor’s certification of the disability and a copy of the individual’s state handicap placard are required for consideration. The parking permit entitles the registrant to park during enforcement hours only in the specific parking area assigned.

The Hancher Lot and Finkbine commuter permits may be used between the hours of 7:30am and 6:00pm Monday through Friday. Faculty and staff members may not use student parking areas Monday through Friday, 7:30am to 4:30pm. For temporary permits or emergency or temporary parking, see Section 4A.5.

4A.3 Car Pools

Faculty or staff members who wish to rotate driving responsibilities may form car pools. Each member of the pool will be issued an easily identifiable decal to denote membership in a particular car pool (“F,” “G,” “P,” or “Z” permits). One transferable parking hangtag will be issued to the pool itself and must be displayed in the car bearing the car pool decal. Only one car may be parked in the lot at a time.

4A.5 Temporary Permits and Special Parking

(1) Holders of faculty-staff permits who cannot drive the registered car may park another car in the usual location provided they telephone the Parking Office 335-1475 within one hour and give the license number, make and model of car, and their name and department. These provisions are valid for one day only. If another car must be used for 2 weeks or more, a temporary permit will be made available free of charge. If a temporary is required for more than 20 days, a replacement decal may be required. Faculty or staff members who do not have a car registered for parking may obtain a temporary permit for use in a lot on a space-available basis for a fee based on the lot assigned. The temporary permit may be used only in the lot assigned.

(2) If a permit holder is unable to find space in an assigned parking lot, he or she may park in another faculty-staff lot provided the Parking Office is called during the same working day and given the license number of the vehicle and the lot that is being used. This privilege is not for convenience but for necessity.

(3) Departmental Business Placards may only be used with Faculty/Staff Ramp or Surface Reserved permits. Not valid with Hancher Lot, Arena Lot, commuter, storage, night, or student permits. Requests for the use of the placards with a Hancher Lot, Arena Lot, or commuter permit will be reviewed on a case-by-case basis.

4A.6 Nighttime Parking Reservations

(1) Night Surface Lot Permit—“SN”

Certain surface lots on campus require a permit for evening use. The fee for this permit is $276 or $23 per month. Assignments to a lot will be on a space available basis, and time of entry will vary with each lot. Vehicles displaying the permit must be removed from the lot by 8:00am the next day. Use of the assigned lot outside of the stated time will result in a parking violation.

(2) Night Ramp Permit—“RN”

The fee for this permit is $552, or $46 per month. The night ramp permit allows access to Hospital Ramp 3 and Newton Road Ramp at 2:30pm Monday-Friday; Hospital Ramps 1, 2 and 4, IMU Ramp, and North Campus Ramp at 4:30pm Monday-Friday; and will allow vehicles to exit without additional charge until 8:30am the following day. Valid weekends in Hospital Ramp 3 and Newton Road Ramp from 2:30pm Friday until 8:30am Monday; and in Hospital Ramps 1, 2 and 4, IMU Ramp, and North Campus Ramp from 4:30pm Friday until 8:30am Monday. Permit holder is responsible for any fee due outside of the stated time of permit usage. Subject to a parking violation in Hospital Ramps 1, 2 and 4 if used for other than stated times.

(3) Faculty/staff ramp, surface reserved, Hancher or Arena Lot, & commuter permits can use the Hospital Ramps, Newton Road, North Campus, and IMU Ramps after 4:30pm Monday-Friday, and all weekend at no charge as long as the vehicle they use displays their current hangtag. Carpool arrangements must use a vehicle that displays their carpool permit to exit. Upon entry, pull an entry ticket and upon exiting, present ticket to cashier and show hangtag/permit. Several reserved lots on campus are available for use by vehicles displaying faculty/staff hangtags/permits after 4:30pm Monday-Friday, and all weekends. Vehicles must be out of ramps by 8:30am and out of reserved lots by 7:30am.

(4) Night and Weekend Permit—“NW”

The fee for this permit is $120, or $10 per month.  Specific details of the permit are at this link.

4A.7  Employees Parking in Hospital Ramps

Vehicles registered to University of Iowa employees are prohibited from parking in Hospital Ramp 1, 2, and 4 between the hours of 8:30am and 4:30pm Monday through Friday.

4B.1 Mandatory Registration

(1) All students who own or operate any motor vehicle within the Iowa City area, except those bearing faculty/staff parking permits, must register the vehicle within 48 hours of their initial operation of the vehicle in the Iowa City area (not including Saturdays, Sundays, or University holidays). No student who owns or operates any motor vehicle is exempt from this registration for any reason, including place of residence, class in school, class load, or outside work.

(2) Students are held responsible for the official registration of the vehicle. Such registration is complete only with the proper display of the decal and carries with it the responsibility for knowledge of these regulations.

(3) No student may apply for or receive a permit for any vehicle owned or operated by another student.

(4) Registration may be completed online through ISIS.

4B.2 Decals

Twelve types of easily identifiable decals are issued for registration and identification of parking privileges. The categories available are:

(1) Day Permit ("A")—Registration with day privileges

(2) Night Permit ("J")—Registration with night privileges

(3) “S” Permit—Registration with “S” meter privilege

(4) “R” Permit—Registration with prepaid “S” meter privilege

(5) “B” Permit—Registration with storage parking privilege

(6) “H” Permit—Registration with Hancher Lot parking privilege

(7) “P” Permit—Registration with Hancher Lot carpool parking privilege

(8) “K” Permit—Registration with Finkbine commuter parking privilege

(9) “M” Permit—Registration with Hawkeye commuter parking privilege

(10) “Z” Permit—Registration with commuter carpool parking privilege

(11) “MF” Permit—Registration with Mayflower resident parking privilege

(12) “PK” Permit—Registration with Parklawn resident parking privilege

(13) "NW" Hangtag PermitNight and Weekend Permit

(14) "C" PermitRegistration with motorcycle lot parking privilege

4B.3 Fees

(1) Day, Night and “S” Permits—no fee.

(2) “R” Permit—a fee of $621 for the nine-month academic year.

(3) “B” Permit—a fee of $288 for the nine-month academic year.

(4) “H” Permit—a fee of $288 for the nine-month academic year.

(5) “K,” “M” Permits—a fee of $180 for the nine-month academic year.

(6) “B,” “H,” “K,” “M” ,"R" Permits (student storage, Hancher Lot, and commuter parking permits) “C” (two-wheeled motor vehicle permits)and "R" (Myrtle Lot prepaid meter permits) will be billed in one installment. A partial fee and refund schedule  is available at either the link or at the Parking Office. To obtain refunds, the applicant must turn in identifiable portions of the permit at the Parking Office.

(7) “MF” and “PK” Permits—a fee of $414 for the nine-month academic year.

(8) "NW" Hangtag Permitsa fee of $90 for the nine-month academic year.

4B.4 Eligibility for Parking Privileges

Those students who are registered for at least six semester hours of course work or four semester hours during the summer session and meet one of the following qualifications are eligible for student privileges.

(1) Students possessing a handicap or disablement, which would require the use of a motor vehicle, should contact the Parking Office for options.

(2) Employed students may be considered for parking privileges under certain circumstances upon presentation of evidence that use of a motor vehicle and such privilege is required to allow the student to be gainfully employed in furtherance of educational goals.

4B.5 Parking Privileges

Students meeting the criteria outlined in Section 4B.4 may be issued the following permits. Proper display of the permit on the registered vehicle provides a discounted rate for select parking violations.

(1) Day Permit—Registration with day privileges.

Free permit available to any registered student, except those who live in University residence halls. Provides weekday parking privileges for student designated meters and the Library lot at the student hourly fees. Allows for parking at select public meters and cashiered facilities at the posted public or graduated rate.

(2) Night Permit—Registration with night privileges.

Free permit available to any registered student. Residence hall students who do not have storage permits are eligible for this permit. Permit restricts use of designated student meters and the Library lot before 4:30pm Monday-Friday. Qualifies students for student hourly rates at select cashiered facilities between 4:30pm and 8:30am Monday-Friday and on weekends. Entering before 4:30pm or leaving after 8:30am invalidates the rate reduction. Public or graduated rates will then apply for entire time. Allows for parking at select public meters and cashiered facilities at the posted public or graduated rate.

(3) “S” Permit—Registration with “S” meter parking privileges.

S” designated meters are reserved for their use from 7:30am-4:30pm Monday-Friday. Permit restricts use of other designated student meters and the Library lot before 4:30pm Monday-Friday.

(4) “R” Permit—Registration with prepaid “S” meter privileges.

Permit allows use of “S” designated meters 7:30am-4:30pm Monday-Friday. Vehicle displaying the permit is not required to pay meters in the “S” meter area. Must pay for use of any other meters. Permit restricts use of other designated student meters and the Library lot before 4:30pm Monday-Friday.

(5) “B” Permit—Registration for storage parking.

All residence hall occupants are eligible for storage parking space and will be given priority for the Hawkeye Storage Lot. If storage space is available after academic registration, it will be sold to any student. Students holding a storage parking permit may not use any other parking facility between the hours of 7:30am and 4:30pm Monday-Friday.

(6) “H” Permit—Registration for Hancher Lot parking.

Any student meeting established criteria would be eligible to purchase a Hancher Lot parking permit based on availability. Students holding Hancher Lot permits may use their assigned lot between 7:30am and 4:30pm Monday-Friday. Cars remaining in the lot after 6:00pm are subject to the sanctions in these regulations. Holders of a Hancher Lot permit who cannot drive their registered car may park another car in their lot provided they telephone the Parking Office, 335-1475, within one hour and give their name and license plate number of the alternate vehicle. A Hancher Lot permit restricts use of other designated student meters and the Library lot before 4:30pm Monday-Friday.

(7) “K” Permit—Registration for Finkbine commuter parking.

M” Permit—Registration for Hawkeye commuter parking.

Any student meeting established criteria would be eligible to purchase one of these commuter permits based on availability. Students holding commuter permits may use their assigned lot between 7:30am and 4:30pm Monday-Friday. Cars remaining in the commuter lots after 6:00pm are subject to the sanctions in these regulations. Holders of commuter permits who cannot drive their registered car may park another car in their lot provided they telephone the Parking Office, 335-1475, within one hour and give their name and license plate number of the alternate vehicle. Commuter permits restricts use of other designated student meters and the Library lot before 4:30pm Monday-Friday.

(8) “MF” Permit—Registration for Mayflower resident parking.

Student Mayflower residents may be eligible to purchase Mayflower parking through Residence Services. Students holding an “MF” permit may not use any other parking facility between the hours of 7:30am and 4:30pm Monday-Friday.

(9) “PK” Permit—Registration for Parklawn resident parking.

Student Parklawn residents may be eligible to purchase Parklawn parking through Residence Services. Students holding a “PK” permit may not use any other parking facility between the hours of 7:30am and 4:30pm Monday-Friday.

(11) "C" PermitRegistration for parking in motorcycle lots.

(12)“T” Permit—Temporary and special parking.

Temporary or special parking situations should be arranged through the Parking Office, IMU Ramp.

4B.6 Student Health

Student Health parking meters are reserved for students using the Student Health facility. Any student car which is registered may use the Student Health parking meters provided that the student signs in the vehicle at the Student Health registration desk. This sign-in should take place at the time registration for treatment occurs. Meters must be paid.

5. Appeals

An appeal should be based on the fact that the violation notice was issued contrary to these regulations or in error. Such appeals must be made in writing and state succinctly, but fully, the grounds on which is appeal is based.

5.1A Faculty-Staff Appeals

(1) Appeals must be submitted within ten days of the issuance of the notice or the sanction will be placed on University billing. Such appeals must be made in writing and state succinctly, but fully, the grounds on which the appeal is based. Appeals should be sent to the Parking Office, IMU Ramp, where they will be forwarded to the Parking Appeals Committee or complete the faculty/staff online appeal form. Appeals not made within thirty days after mailing of the original billing through accounts receivable will not be allowed without justification. A case may be dismissed, upheld, upheld with sanction suspended, or modified.

(2) Appeals of administrative rulings may be heard de novo by the district court.

5.1B Student Appeals

(1) Students may appeal any registration or parking sanction to the Student Traffic Court. Standard appeal forms are available at the Parking Office, Union Ramp or complete the student online appeal form.  Appeals must be submitted in writing within ten days of the issuance of the notice or the sanction will be placed on University billing. Appeals not made within thirty days after mailing of the first billing through accounts receivable will not be allowed without justification. Students not enrolled in summer session may appeal any tickets received after the May 1 billing until 30 days after the last day of Fall Registration. A copy of the ticket must be attached to the appeal form (when needed a duplicate may be obtained from the office). Appellants are given a choice of an oral or written appeal. Appellants desiring an oral appeal are given notice of the time and place of the hearing. Anyone who is appealing $50 or more in sanctions must appear before the court. Students unable to appear must notify the Parking Office at least 24 hours prior to their scheduled appearance. The appeal will then be rescheduled but only once in any individual case. A reappeal to the Student Traffic Court may be allowed but must be made within thirty days of the court date on which the first appeal was made. Failure to appear will result in an automatic upholding of the charge. A case may be dismissed, upheld, upheld with the sanction suspended, or modified. Testimony given in any hearing shall be sworn to by the appellant. Students holding faculty and staff permits will file appeals under faculty-staff regulations.

(2) Appeals of administrative rulings may be heard de novo by the district court.

6. Parking for the Disabled

6.1 Parking spaces for people with disabilities are reserved for the exclusive use of vehicles displaying state or University permits for the disabled.

6.2 Parking spaces reserved for disabled drivers will be designated by the International Symbol of Access.

6.3 In order to be identified as eligible for parking for the disabled, disabled University personnel may apply for and display a “Y” permit in addition to a University registration or parking decal.

6.4 Sanctions may be imposed when vehicles are parked in violation of state and University parking regulations regarding parking reserved for people with disabilities.

7. Visitor Parking

7.1 Visitors may use public cashiered facilities and public meters upon payment of appropriate fees. A permit is not required.

7.2 Visitors with temporary or extended need for access to parking lots may apply for a parking permit at the Parking Office.

7.3 Provisions of Sections 1, 2, 3 and 6 of the University Parking Regulations are applicable to visitors.

7.4 Appeal of parking violations must be made in writing, either in a letter with the ticket attached, or by completing the public online appeal form.
