Electronic Attachments
Effective July 1, 2008 the Accounts Payable, Purchasing & Travel Departments  will require all documentation (Preqs, e-Vouchers and Protrav systems) to be scanned, attached and routed through workflow with the transaction.  Approvers are required to review such documentation prior to approving the individual transaction.  Over 70% of the current transactions already have the documentation attached.  This method has proven to decrease the processing time, which results in faster purchase orders, payments and reimbursements.

As of August 1, 2008 any of the above referenced forms accompanied by paper documentation will be returned to the department and requested documentation will need to be scanned and electronically attached.

Fair and Accurate Credit-Transactions Act of 2003(FACTA)
FACTA, intended to help protect consumers against identity theft.  January 1, 2008, was the date by which all merchants were required to comply with section 113 of the law.  This prohibits the printing of more than the last five digits of a debit or credit card number on a receipt provided to the cardholder.  (It does not apply to handwritten receipts or ones imprinted with a copy of the card.)  If you receive a receipt that does not comply, please contact protrav@uiowa.edu with the vendor information and the issue. 

Traveling to Europe soon?
Be aware that many countries throughout Europe, including the UK, Ireland, France, and others have recently introduced a chip and pin payment system that utilizes cards embedded with a chip and protected through the use of a personal identification number. Some merchants in Europe have mistakenly refused to accept Visa cards issued by U.S. financial institutions because the cards do not have an embedded chip that can be read at the point of sale.

The good news is that U.S. cardholders visiting Europe can continue to use their magnetic strip Visa card in countries with this system. The Merchants’ terminals are designed to recognize and prompt appropriately, and you should still be able to sign a transaction receipt.
