1.      The meeting was called to order at 2:30 p.m. and newly elected members for the 2001-02 Council year were welcomed as guests.

2.      Review/approval of minutes.

  1. 02/14/01 Staff Council meeting minutes approved but later revised.
  2. Reviewed minutes from 02/12/01 Executive Committee meeting.
  3. Reviewed minutes from 02/20/01 Executive Committee meeting with President Coleman.

3.      Comments – ADHR Sue Buckley.

  1. A salary policy for faculty and non-bargaining staff has not been set for the coming fiscal year.
  2. The Human Resources Web Site has been revised and will be operational on March 20.  It has been reorganized by major topic.

4.      Announcements and Updates.

  1. Staff Celebration Day is scheduled on May 30 at the IMU.  A call for exhibits has been made.  Contact Nancy Noyer for more information.

5.      Items from Previous Agendas.

  1. Election of Officers for next year took place after no additional candidates were nominated.  Dave Martin and Ella Born were elected Vice President and Secretary, respectively.  Nominations were taken for the four open positions on next year's Executive Committee.  They include Cathy Colony Bunnell, Judy Elleson, Bonnie McIntosh, Donna Muller, Janice Simmons-Welburn and Xian Wu.  Nominations will be open until the April Staff Council Meeting at which time the four EC members will be elected.
  2. Dan Holub, FRIC, provided a document outlining the Board of Regents' proposed changes to the Early Retirement Incentives Program.  Since it is a Regents' program, the UI FRIC committee can only act in an advisory role.  Richard Saunders, University benefits, stated that many of the changes reflect federal policies and guidelines.  Discussion followed.  No proposed changes have been made to the Phased Retirement Program.

6.      Committee Reports and Action Items.

  1. Bylaws Committee.  The committee distributed its annual report.
  2. Education Committee.  Proposed revisions to the Staff Council Scholarship Tuition Program were provided.  Comments should be directed to Bonnie McIntosh, Tina Knutson or Xian Wu.
  3. Budget Committee.  Both the Staff Council and Faculty Senate Budget Committees comprise the Budget Planning Advisory Committee (BPAC).  The committee will be meeting this Friday to discuss the State's projected revenue shortfall, principles to address the deappropriation of funds for this year and anticipated appropriation shortfalls for next year.

7.      New Items

  1. The Adoptive Parent Leave Bill will not make it through the "funnel" process in the Iowa legislative House.
  2. The sign-up sheet for the annual Staff Council Retreat was circulated.
  3. Councilors whose terms are ending on March 31 were recognized.

8.      Speakers.

  1. UI Speakers Bureau.  Jane Hoshi from Outreach and Special Projects discussed the UI Speakers Bureau.  The bureau is looking to expand its contact base to western Iowa.  Additional information may be found at http://www.uiowa.edu/~bureau/
  2. Parking and Transportation.  Dave Ricketts provided information concerning the effects of the new Parking Policy that began on November 1.  Since implementation, 666 new permits were issued (532 staff and 134 faculty). Waiting lists have changed dramatically but it does not appear to be due to new people with high priority applying for parking.  Discussion followed.

9.   FYI – Reminders.
