  1. The meeting was called to order at 2:30 p.m.
              
  2. Review/approval of minutes

    1. 9/13/00 Staff Council meeting. Approved as amended.

    2. Reviewed minutes from 8/24/00and 9/21/00 Executive Committee meetings.

    3. Reviewed minutes from 8/30/00 Executive Committee meeting with President Coleman

     

  3. Comments/Regents’ Report  - AVP Bob Foldesi.
        

    1. The Board of Regents will be meeting next week. A proposal for the discontinuance of FICA tax withholdings on retirement contributions will be an item on their agenda. This proposal is for all 3 of the Regents’ institutions.
    2. The UI Convocation was held on October 3rd, 2000. He noted that the event was quite inspiring and well attended. He encouraged councilors to attend the Convocation in future years.
    3. In response to Staff Council’s suggested revisions for the UI’s Grievance Policy, he has assigned Laura Reed, Marc Mills, Kevin Ward, Sue Buckley, and Staff Councilor Pat Arkema to revise and clarify the grievance procedure. The target completion date is December 1, 2000, at which time Staff Council will review the proposed policy changes.
    4. Bargaining meetings for COGS, SEIU and AFSCME will soon be under way. COGS will be bargaining in mid-October, and SEIU in November. AFSCME will be bargaining in January.

     

  4. Announcements
    1. The Staff Council Scholarship deadline is November 1, 2000.
    2. The Way Up Conference (Developing Women Leaders to Enhance Iowa Higher Education) is scheduled for Nov. 2-3 in Des Moines. The Provost has provided money to assist with the conference registration fee. Please contact Lori Penaluna at 353-5414 or lori-penaluna@uiowa.edu for additional information.

     

  5. Items for Previous Agendas. Health Insurance. Dan Holub reported that informational packets on health insurance would be distributed to Staff shortly. President Coleman has approved the insurance rates, which were shared with Council at the September meeting. In future months FRIC will be reviewing flex credit options, insurance premiums and plan designs.
  6. Committee Reports. President Kenner asked Councilors to review the Staff Council Bylaws Article XI, Section 4, which outlines councilors’ meeting attendance obligations.
  7. Action Items from Committees.
    1. Bylaws Committee. Council voted on changes and corrections to the Staff Council Bylaws, which were proposed in the September meeting. Results are as follows:
      1. Changes to Articles VII and XIV were passed unanimously;
      2. The Governmental Relations Committee charge was approved unanimously;
      3. The phrase "hereafter referred to as Council" was removed from Article I in lieu of previously proposed corrections;
      4. Corrections to Article X, Peer Support Review Committee, are under advisement;
      5. Corrections to Article III were passed unanimously;
      6. Corrections to Articles VI-XVI were passed unanimously with revisions to items # 13 and #16.
  1. Governmental Relations Committee Vacancies. See item 7.a.ii. above. President Kenner asked for volunteers for the two vacancies on the new Governmental Relations Committee. Ella Born, Mary Freitag, and Janice Simmons-Welburn all expressed interest. The Executive Committee will vote on these candidates in their October meeting.
  2. MSE/C Committee Vacancies. Karon Kolek introduced two MSE/C staff thatexpressed interest in serving on Staff Council for the MSE/C group. Applicants are to submit statements of interest by October 26. The Executive Committee will vote on these candidates in their October meeting
  1. New Items. Governmental Relations School for Faculty and Staff. Mark Braun presented information on the upcoming Governmental Relations Schools. The first school will take place on 10/26 from 3:30-5:00 and will focus on a) the legislative process (non-budget) and all of the steps legislation must take to be enacted and b) the budget process (both the development of the Governor's budget and all of the steps the Legislature takes to pass the budget). The second school will also include two sessions. The first will be on the political make-up of the legislature and the make-up of the committees that are of the most importance to the UI. The second session will be a review of the dos and don'ts of how UI employees should contact legislators as well as how faculty and staff can help the legislative effort. The date, time, and location for the second school are yet to be announced. Councilors who are interested in attending the Governmental Relations School should notify Kristin in the next week.
  2. Speakers Diana Davies and Akua Akyea, from Cross Cultural Programs, gave a presentation on their many programs designed for cross-cultural outreach. Their program is designed to assist campus groups in learning tools to practice diversity. Part of their programs includes collaboration with the International Writing Program and organizing international students to speak on their country and customs, etc. to various groups. They organize Cultural Diversity Day, which is scheduled for February 25, 2001 and encourage the councilors to attend.
