The Child Labor Research Initiative included the following projects:

Child Labor Legislative Database

The goal of this project was to provide a comprehensive collection of national laws bearing upon child labor that would be useful as a research tool for policy-makers, scholars, and activists. The UICHR was asked to research 25 countries, jointly selected by the US Department of Labor (US-DOL), the International Labor Organization (ILO), and the UICHR. At the end of September 2004, all legislation was made available via http://www.childlaborlaws.org.

Child Labor Essay Collection

The essay collection, tentatively entitled "Child Labor and Human Rights" was edited by Professor Burns H. Weston, Bessie Dutton Murray Distinguished Professor of Law Emeritus and Director of the UICHR. The collection provides a comprehensive overview of child labor issues from a human rights perspective written by experts in the child labor field. It is directed at decision-makers and policy-makers, opinion-shapers, and social-change activists as well as scholars and educators. The collection includes analysis on why abusive and exploitative child labor warrants responsible national and international attention. It also addresses the question of why the problem of child labor must be seen as an issue central to the welfare and dignity of children generally, and therefore why it can and should be treated as a human rights concern that engages not only worker rights and the rights of children per se, but all three "generations" of rights: civil and political rights; economic, social, and cultural rights; and solidarity or community rights (e.g., the right to peace, to development, and to a clean and healthy environment). The collection was completed in late 2004, and will be published by Lynne Rienner Publishers (Boulder, CO) in 2005.

Child Labor Curriculum Innovation

The UICHR's initiative in respect of child labor curriculum innovation focused at three levels: (1) pre-college course modules, (2) college-level curriculum, and (3) a public education program to educate adults and labor unions and thereby assist them in becoming a political force against abusive child labor. The development of these educational materials was based on a commitment to involve all sectors of society in combating this global problem. Children and adolescents are as important catalysts in this process as adults. All curricula are intended to raise awareness of global child labor.

Child Labor Education & Training

The CLRI initiative will culminated in a Child Labor Research Forum convened in July 2004. Research findings and products developed via the different tasks mentioned above will be presented to the invited audience.


The Child Labor Research Initiative is one of many activities and programs of the UI Center for Human Rights dedicated to the alleviation of human suffering through the promotion and protection of human rights.
